Response to Freedom of Information Act - Answers to questions !!

Please see below the response from my local authority (West Essex) when sent the standard questions that should be asked under the FoIA.

I don't believe they have answered the questions entirely how I asked (from advice off here - thanks !!). They appear to refer most of the questions to the 'Site history report'. Is this normal ?

For the 2 year period to 27 July 2011

Please note that the information provided relates to the whole length of Old Rectory Road unless otherwise stated.





Q.Dates of all safety inspections undertaken on the carriageway in the two year period up to 27 July 2011.

A.Please see the enclosed document entitled “Site History Report” and specifically the section headed “Condition Survey”.



Q. Details of all carriageway defects identified during safety inspections during the two year period up to 27 July 2011.

A. Please see the enclosed document entitled “Site History Report” and specifically the section headed “Condition Survey”.



Q.Details of how safety inspections are undertaken, including whether walked or driven, the speed of the inspection vehicle and the number of persons in the vehicle.

A.Safety inspections along Old Rectory Road are walked.



Q. Intended frequency of carriageway safety inspections.

A.Yearly




Q. Details of all complaints and/or enquiries, relating to this carriageway, received in the two year period up to 27 July 2011.

Q. The time period(s) adopted between identification and repair (temporary and permanent) of all categories of carriageway defects during the two year to 7 January 2011.

A.The time period is determined by the priority. The priority is determined by risk assessment.

Priority 1 – 2 hour

Priority 2 – Repair/make safe by end of next working day

Priority 3 – Up to 28 days

Priority 4 – More than 28 days


Q. Whether or not the authority has formally adopted all or part of the standards contained within the national code of practice for highways maintenance management.

A.This authority has adopted part of the standards contained within the National Code of Practice for Highway Maintenance Management. The Essex Highway Maintenance Strategy takes account of the recommendations and best practice set out in the Code of Practice.
